Message limiting stork!

I have 9 people (3 children, 5 adults, 1 elderly), and I invited two lovers to use the stork nest, but I receive the message, "Currently you can only activate the beacon."! Another islander was saying things about a cradle, and a mission just opened about building another cradle, but building it didn't solve the problem. I just got to level 22. Please let me know why this message comes up, and if I can solve it to activate the stork nest instead of the beacon. Thanks.

There was a hotfix run for this glitch/bug but some are still experiencing it. If you are one that is still experiencing this issue, you can try clearing cache and cookies and restarting your computer.

I have also been getting this message and have been unable to use the stork nest for levels 12 & 14.

Due to the change in storyline for the newer version of the game, at certain times the game will limit which building you can activate to make sure it fits in with the storyline and upcoming tasks.
