friends/visiting question

I tried to figure out how to search for this and gave up after a couple of tries, sorry if it's a repeat:

when I get in my boat, I thought the friends/neighbors I might visit would be listed in the order I made the friends, but their order seems to differ from one voyage to the next. Am I imagining that? Or are they sorted by some other metric? Thanks for clues!

I think the list is randomly generated in terms of order, there is certainly no real metric there that I have noticed.
